Introduction to the Pathfinder Programme
Hertfordshire’s location and socio-economic geography creates a challenging context for community leadership and the provision of services. We who have been working in local authorities have long realised that any work seeking to improve the well being of our citizens needs to encompass a strategic view of the problem at local and county level together with targeting of any solution.
In the proper meaning of acting as a Pathfinder, we offer no simple solutions but we are genuinely seeking a way through the complications of the public sector structures currently in place, so that we might help reconcile improved efficiency and economy with strengthening the democratic underpinning of the whole.
